National Perspective

• Active lighting, involving the fitting of additional lamps which require power, plays a key part in improving the conspicuity of HGVs but it does not operate when the vehicle is without power, for example when there is a power or lamp failure, or when a trailer is disconnected from its cab and parked at the roadside
• The UK does not currently require retro-reflective markings to be fitted on the side of vehicles; therefore the problem of side impact collisions with HGVs is not addressed.
• In 1998, the United Nations Economic Commission for Europe published regulation ECE 104, which states that retro-reflective markings, which meet specific standards set on reflectivity and durability, should be made available for sale in signatory countries
• In 2001, the European Transport Safety Council (ETSC) recommended that ECE 104 be made a mandatory requirement in all member states
• In 2002, there were 33,645 people killed and seriously injured on British roads (Department for Transport, 2002). Given the high proportion of accidents involving commercial vehicles and the proven benefits of increased side conspicuity, it would make sense to apply highly reflective markings to the side of vehicles
